If your Beam has not been delivered double check that you have entered the number correctly. If you are sending to another country please enter the country code. Also from time to time mobile networks suffer outages that result in messages not being delivered. No, to pay for the SMS message some publishers may add a short sponsors message. If you are in a country that does not support concatenated or multiple SMS messages the advert will be sent as a separate SMS. Unless the Beam has an opt-in box you will only receive one message from the SMS sponsor per Beam. The cost of sending the SMS is paid for by the advertiser.
